The government has placed "independent AI foundation model" at the core of national strategy -- selecting 5 elite teams (Naver Cloud, SK Telecom, LG AI Research, Upstage, NC AI) to develop Korean large language models and raise them to world Top 10 level by 2026; open-source release also presented as an official goal. On the surface, this is a bold declaration for securing AI technological sovereignty. But examining this policy more closely, the question simplifies: is this AI truly "independent," or just another "public AI"? The "independent" definition question: "independent AI" in government documents means "domestically produced foundation model" -- but AI independence cannot be judged by the model nationality alone; learning data sources, GPU/semiconductor infrastructure, cloud stack, and ecosystem dependencies must all be included before "technological sovereignty" can be claimed. This project structure: the government provides budget and infrastructure while private companies perform development -- neither completely private AI nor pure government AI but closer to a hybrid model. The problem: whether responsibility and authority are clearly divided in this middle zone. The open-source question: the government announced the independent AI foundation model will be released as open-source -- a positive signal for global AI ecosystem participation. But "openness" and "control" of open-source are completely different problems. Models are public but learning data and fine-tuning structures may remain closed -- which raises the question of whether this is genuine open-source or "managed disclosure."
