Provisional standards: when the content of governing laws is not clear for the launch, sale, or use of virtual convergence technology and services, and the applicability or scope of the law is unclear, provisional standards are prepared temporarily. This meeting was a follow-up to the statement by MSIT Minister Yoo Sang-im at the Korea Virtual Convergence World Festival (Korea Metaverse Festival, "KMF") on the 17th to "create an innovative virtual convergence industry ecosystem" -- arranged to discuss support for the virtual convergence industry through regulatory innovation. The regulatory innovation significance: the provisional standards system (also discussed in the context of the Virtual Convergence Promotion Act) allows companies to launch services in genuinely ambiguous regulatory spaces without waiting for legislation; the meeting identifying "leading cases" means the government is looking for real companies with real products that are being blocked by regulatory ambiguity -- these cases will be used to develop provisional standards that can be applied broadly to unlock multiple similar situations; the medical and education metaverse applications are particularly affected as these sectors have strict existing regulations that were not designed for immersive digital environments.
