EU AI Gigafactory -- Final Stage of Candidate Selection: Since 2023 the stage of AI competition has been models. But in autumn 2025 the competitive center of gravity is completely shifting to infrastructure. On April 9, 2025, the EU published the AI Continent Action Plan, formalizing a plan to build AI Gigafactories at a total scale of 20 billion euros. This is not simply data center expansion -- it is a strategic declaration that Europe would secure its own computing power and energy sovereignty against US-China AI infrastructure dominance. EU AI Gigafactory concept: dedicated large-scale computing infrastructure for AI training and inference at European sites; energy sourced from European renewable generation; data processed under GDPR and within EU jurisdiction; the sovereignty dimension is as important as the technical dimension. Final candidate selection involves evaluating sites across France, Germany, Netherlands, Poland, and Nordic countries on energy availability, connectivity, and regulatory environment criteria. The infrastructure war shift: the model layer is increasingly commoditized as multiple frontier models exist and open source models approach proprietary performance; the next competitive advantage is inference efficiency and infrastructure cost; whoever builds cheapest, most energy-efficient AI infrastructure at scale will have the structural cost advantage translating into AI service pricing power.
