Beyond Sandbox to "Provisional Standards"... Virtual Convergence Era Law Catches Up to Speed

"Innovation is fast, but law is always late." Even when new technology emerges, if there is no law to permit it, it becomes "illegal" in reality. To fill that gap, the government has been operating "regulatory sandboxes." But now a more advanced "provisional standards system" has appeared. A path has opened for virtual convergence industries to operate formally within the institutional framework, beyond the experimental stage. The regulatory sandbox limitation: sandboxes grant temporary exemptions from regulations that conflict with new technologies -- enabling proof-of-concept testing for drone delivery, autonomous vehicle trials, and telemedicine services. However, sandboxes have a critical limitation: they are temporary exceptions, not permanent rules; companies operating in sandbox must revert to prohibited status when sandbox period ends unless permanent legislation passes; the legislative process has been too slow to regularize technologies that sandbox proves viable. The "provisional standards" innovation: the Virtual Convergence Promotion Act introduces "provisional standards" -- a middle ground between sandbox exception and permanent legislation; when a new technology demonstrates safety and public benefit in sandbox, authorities can establish provisional standards that allow broader operation while permanent rules are developed; this prevents the cycle where successful sandbox experiments revert to prohibited status while waiting years for legislative action.
