During Donald Trump US President Asia tour, the White House announced on October 29 that Technology Prosperity Deals (TPD) were signed with Japan and South Korea respectively -- the second and third bilateral agreements following September TPD with the UK. These aim to build a "Techno-Bloc" covering all advanced technology fields including AI, quantum, bio, 6G, space, and nuclear fusion. The TPD is not a simple science and technology cooperation agreement -- it is a strategic framework where the US administration bundles "economy, security, and technology" as one package, transforming geopolitical competition into a technology standards issue. The White House stated this agreement will "connect Japan and Korea independent science and technology ecosystems with US innovation infrastructure, aligning regulations and standards, accelerating R&D, and strengthening national security." The two agreements: US-Japan TPD focuses on AI, quantum computing, biotech, space, 6G, and nuclear fusion; US-Korea TPD covers AI, 6G, space, quantum technology, bio supply chains, and advanced semiconductor manufacturing. The real strategic meaning: (1) Supply chain decoupling from China -- by integrating allied nations technology supply chains, reducing dependence on Chinese-sourced components and manufacturing; (2) Technology standards alignment -- ensuring that allied nations AI, 6G, and quantum systems are compatible and exclude Chinese-standard alternatives; (3) Export control coordination -- preventing advanced technology from flowing to adversaries through third countries; (4) Military-civilian technology integration -- civilian AI and quantum advances directly relevant to defense capabilities; (5) Economic positioning -- nations in the technology alliance gain preferential access to US market and capital, creating incentives for technological alignment.
